Highline Public Schools


Monica Rosen, a partner with Cross & Joftus, has spent the last three years serving as a strategic advisor and thought partner for Highline Public Schools. Monica’s team assisted the district’s strategic redesign of the human resources function, implementing a Staffing Needs Assessment approach in which HR professionals visited with district principals to determine their projected HR needs. Monica’s team also managed HR reorganization to better align HR personnel duties with the department’s strategic aims and to support the district’s improved recruiting, screening, and selection.

The team’s work included clarifying the function of the principal supervisor, known as the Instructional Leadership Executive Director (ILED), as well as the role of HR in assisting principals in making efficient human capital decisions. This study evaluated the technology and data collection platforms used to monitor and track effective human capital choices and redesign critical HR business processes.
